Chained libraries were common from the middle ages until the 18th century, as there were few better ways to keep a hold on expensive reference books; today, only a few are left, including the library above at Hereford Cathedral, the largest one to survive. Atlas Obscura’s rounded up some more, although they missed out on Marsh’s Library in Dublin, where rather than chain the books up they just put the readers in cages.
